Project Approval Lifecycle (PAL) Information Technology (IT) Projects

Below is a list of proposed IT Projects that are currently in the PAL review and approval process with the California Department of Technology (CDT). For purposes of this list “PAL Stage” refers to the last document officially submitted to CDT.

Projects are removed from this list when they exit the PAL process because: 1) the Agency/state entity receives CDT’s approval to begin project implementation; 2) CDT approves a Project Delegation Request; 3) the Agency/state entity withdraws the project; or 4) the CDT denies the project approval.

2100-015 Legacy Systems Refresh (LSR)

Replace or upgrade the Alcoholic Beverage Information system (ABIS), which is ABC's enterprise licensing and enforcement application, and its related systems: the Licensing Service Portal (LSP), License Query System (LQS), and Reporting Query System (RQS). Evaluate the feasibility of also replacing the Responsible Beverage Services (RBS) Portal. • Improve customer service: o Providing applicants functionality to apply online for all transactions related to the licensing and permits. o Supporting online payment for all ABC services. o Providing access to applicant and license data using GIS. • Improve staff productivity by: o Providing workload assignment and tracking functionality. o Implementing data quality management functionality into the system. o Tracking key performance metrics to ensure program objectives are met. o Providing access to applicant and license data using GIS. • Improve system performance and availability: o Leveraging cloud architecture with redundancy, scalability, and geo-redundant data centers. o Reducing the number of technologies supported. o Establishing a new data schema that allows for more efficient processes and queries. o Providing an architecture that prevents internal or external queries from negatively impacting online performance.
