Project Approval Lifecycle (PAL) Information Technology (IT) Projects

Below is a list of proposed IT Projects that are currently in the PAL review and approval process with the California Department of Technology (CDT). For purposes of this list “PAL Stage” refers to the last document officially submitted to CDT.

Projects are removed from this list when they exit the PAL process because: 1) the Agency/state entity receives CDT’s approval to begin project implementation; 2) CDT approves a Project Delegation Request; 3) the Agency/state entity withdraws the project; or 4) the CDT denies the project approval.

3355-003 Underground Safety Investigations System Enhancement (USIS)

Energy Infrastructure Safety proposes to enhance the current Underground Safety Investigations System. The current system is inadequate, leading to significant inefficiencies that hinder the processing of investigations and management of public safety risks. Without significant modernization, the Underground Safety Board faces continued challenges with tracking case statuses and maintaining compliance, which undermines confidence in enforcement actions and continues to jeopardize public safety. With the modernization, the Underground Safety Board will be able reduce duplicative manual entry, conduct more efficient investigations, and issue timely enforcement actions. Staff will be able to effectively track case statuses, maintain a secure chain of custody for evidence, and ensure compliance with statutory timelines. These efficiencies will decrease the risk of missed or delayed enforcement. Additionally, the Board will have more reliable and accurate performance data to identify safety trends and inform policy or outreach efforts.
