Project Approval Lifecycle (PAL) Information Technology (IT) Projects

Below is a list of proposed IT Projects that are currently in the PAL review and approval process with the California Department of Technology (CDT). For purposes of this list “PAL Stage” refers to the last document officially submitted to CDT.

Projects are removed from this list when they exit the PAL process because: 1) the Agency/state entity receives CDT’s approval to begin project implementation; 2) CDT approves a Project Delegation Request; 3) the Agency/state entity withdraws the project; or 4) the CDT denies the project approval.

8950-063 CalVet Automated Drug Dispensing System Replacement Project (ADDSR)

The State of California Department of Veterans Affairs’ (CalVet) mission is to provide the state’s aged or disabled veterans with rehabilitative, residential, and medical services in a home-like environment; therefore, CalVet operates Veterans Homes for the benefit of California’s aging and disabled veterans. To support this mission, CalVet utilizes an Automated Drug Dispensing System (ADDS) to fulfill medicine orders prescribed by CalVet medical staff. Once the prescription is approved and entered into the medication management application, the medication is then processed and dispensed by the current ADDS. This automated process is critical for CalVet to continue to offer support and deliver Medication Management to the Long-Term Care patients that reside in our CalVet Homes. The existing ADDS machines we utilize are from a proprietary vendor, Swisslog Healthcare, are currently outdated, at end of life (EOL), and can no longer be supported. To fix the hardware for the machines, CalVet’s Information Services Division staff (ISD) staff frequently need to salvage parts from non-operational units and dedicate significant resources to maintain the system. The current system does not have the availability and reliability to support CalVet’s Pharmacy Services. Several of the machines face a different number of errors, such as cannister jams, paper jams, breakdowns, etc. The legacy system does not support the required security controls needed for medication dispensing and does not provide end-to-end accountability for all transactions.
