Project Approval Lifecycle (PAL) Information Technology (IT) Projects

Below is a list of proposed IT Projects that are currently in the PAL review and approval process with the California Department of Technology (CDT). For purposes of this list “PAL Stage” refers to the last document officially submitted to CDT.

Projects are removed from this list when they exit the PAL process because: 1) the Agency/state entity receives CDT’s approval to begin project implementation; 2) CDT approves a Project Delegation Request; 3) the Agency/state entity withdraws the project; or 4) the CDT denies the project approval.

4260-255 Managed Care Final Rule (MCFR) - Fiscal Stewardship

The Department of Health Care Services (DHCS) is proposing to develop a process to collect, analyze and report on data for financial expenditures related to: State Directed Payments (SDPs) to ensure payment transparency and equitable funding for Medi-Cal members to ultimately improve health outcomes; In Lieu of Services (ILOS), to ensure the responsible and ethical management of financial resource to enable effect financial oversight of Medicaid payments; Medical Loss Ratio (MLR) for ensuring that maximum ratios for plan administrative expenditures are followed to maximize federal access for members and best practices for fiscal stewardship are followed.
