​The California Department of Pesticide Regulation proposes to develop a fully integrated system to encompass the pesticide product registration process and offer online functions to external stakeholders. The system will decrease the time needed to accept, review, and process product registration materials and provide online functions for stakeholder submission of related materials and payments.

During this reporting period, the California Pesticide Electronic Submission Tracking (CalPEST) Project remained in Yellow status due to cautionary concerns in the areas of time, scope, resources, and quality: • Full System Acceptance (FSA), originally scheduled for August 2025 and later postponed to October 20, is now tentatively targeted for October 7, 2025, thus eliminating the need for the previously planned Sprint 36, as strategically intended. • The California Department of Technology (CDT) oversight team reported no concerns, noting that the project remains aligned with the internal milestones outlined in the recently approved Special Project Report 4 (SPR 4). • The revised schedule remains within the allowable 10% threshold and does not require an additional SPR.

Cost Management

The Cost Management focus area remains in Green (Satisfactory) status. • The CDT oversight team noted no concerns with the total project expenditures to date of about $14.4 million, as reported in the May 2025 Project Status Report (PSR). • As previously reported, the project has confirmed that no additional funding request is anticipated for the extended timeline, as prior months' savings are expected to offset any financial impact.
Scope Management

This focus area remains in Yellow (Cautionary) status as there have been no significant adjustments to the project scope as approved in SPR #4. • CDT Oversight team noted no concerns were noted at the latest Change Control Board meeting held on May 21, 2025, as planned. The meeting focused on reviewing and discussing project change control requests. • As the project approaches completion, the Oversight team reiterates its recommendation to closely monitor deliverables for alignment with the project scope, while also evaluating low-likelihood scenarios that could result in potential post–go-live enhancements.

Quality

This focus area remains in Yellow status as the Project Oversight Team awaits completion of the Application Programming Interface (API) code change for the NIST Control Sheet and the System Security Plan (SSP), currently scheduled for June 17, 2025, following the resolution of all security bugs and testing. • No concerns have been noted regarding the API code changes for the NIST Control Sheet, which were completed during Sprint 33. However, testing of these changes has been deferred to Sprint 34. • The Oversight Team continues to caution that postponing both the SSP and the NIST Control Sheet until the end of the project may pose risks to overall security compliance. • The CDT oversight team continues to monitor active Independent Verification and Validation (IV&V) findings that may impact project quality, while leveraging IV&V staff to assess the SI vendor’s deliverables against IEEE standards and address any concerns with the Project Team.
Risk And Issues

This focus area remains in Green (Satisfactory) status as the project team continues to track and manage risks and issues proactively. • The Oversight Team continues to acknowledge the ongoing progress in risk mitigation, with scheduled meetings held, reflecting the project’s proactive risk management approach. • Although two high-critical risks remain open, the number of high-critical issues has decreased from four to two.
Transition Readiness

This focus area remains in Green (Satisfactory) status. • During this reporting period, the Oversight Manager noted no concerns regarding the ongoing transition and readiness efforts. • The CDT Oversight team noted no concerns with the Technical User Guide and Knowledge Transfer Plans submitted in April 2025. • These project artifacts are currently undergoing final revisions, with completion expected by June 9, 2025.
