The Housing and Community Development (HCD) Department proposes the procurement and implementation of an enterprise loan and grant management system. The Department oversees more than 80 programs that award loans and grants for construction, acquisition, rehabilitation and preservation of affordable rental and ownership housing, homeless shelters and transitional housing, public facilities, and infrastructure. New funding programs have increased dramatically over the last few years with more new funding programs to be released for years to come in support of California residents. HCD’s current technology systems are outdated and inefficient and unable to support the ever-expanding housing initiatives, State and Federal mandates, meet reporting requirements and sustain HCD’s operational needs.

Project Overall Health

Red

The overall project health is red. The project is reporting over 10% schedule variance and has slipped past the scheduled February 2025 final Go-Live date. Release 2 draft schedule indicates technical release of R2 complete January 2026. HCD and vendor have been replanning Release 2 since September 2024. CDT Leadership provided guidance to the Department regarding the scope and cost baselines for the current contract. HCD is working on an SPR and contract amendment accordingly.

Governance Green	The project's governance plan and practices are being re-developed and updated due to changes. The project is working on improving communication channels and providing updates to various stakeholders. IPO will continue to monitor these changes.
Time Management Red	The project is behind schedule and the schedule for Release 2 is planned for January 2026. An SPR and contract amendment are in progress. IPO will continue to monitor over the next month.
Cost & Contract Management Green	The project tracks costs monthly, and the expenses are currently within the planned budget amount. However, with the delay in schedule, this focus area may be impacted. IPO will continue to monitor over the next month.
Scope Management Green	The project scope has been revised as per the guidance provided by the CDT Leadership to help achieve project objectives. An SPR and contract amendment to reflect these changes is being drafted.
Resources Green	The vendor continues to make staffing changes. The IPO is observing better staffing management and contractor management practices being implemented in accordance with the documented approach in the Staffing Management Plan.
Quality Green	The project has a Quality Management and Change Control Plan with clearly defined metrics; however, the deliverable review and approval cycle has been abbreviated and approved by HCD. IPO will continue to monitor approval of project deliverables.
Risk And Issues Green	The project has created detailed Risk/Issue Management Plans, Risk Registers, and Issue Logs.
Transition Readiness Green	The Training Plan and Curriculum were updated to align to the new project delivery approach and timeline.
