DIR proposes to acquire an integrated online system for its Division of Occupational Safety and Health (DOSH), better known as “Cal/OSHA”. The new system will support customizable workflow and reporting, more readily adapt to business needs and provide better management of the data flowing between Cal/OSHA and the Federal OSHA Information System (OIS).

The project’s overall health rating continues to remain escalated. • IPO Manager reviewed the project schedule and confirmed that the planned Go-Live dates for Release 1 and Release 2 remain unchanged. SPR 1 submission is currently under department review to support a rebaseline of Release 3 schedule. • Key drivers include overdue RAID items, schedule delays exceeding 19 percent, high defect volumes and categorization gaps, and ongoing dependencies with Box, FedOIS, and CalAtlas integrations. • Persistent scope and quality issues keep the project in an escalated status. The project is progressing in development, testing, training, and OCM as observed in daily standup meetings by the IPO Manager.

The Time Management focus area rating continues to remain in escalated status because: • IPO Manager reviewed the Project Schedule for the planned Go Live dates for Release 1 and Release 2 which remain unchanged and currently SPR 1 is being reviewed with the department to rebaseline Release 3 schedule. • IPO Manager will continue to track the project critical path for meeting the Go-Live timeline.
Cost & Contract Management

The Cost & Contract Management focus area rating was moved to cautionary status because: • The project’s part-time Contract Manager has added value as observed by the IPO Manager in stand-up meetings. • Continued dependencies, and cost inefficiencies resulting from development delays and increased SI hours for rework. IPO Manager will continue to monitor Contract Manager involvement in project in subsequent reporting periods.

The Scope Management focus area continues to remain in escalated status because: • IPO Manager observed daily stand-up meetings and noted new business driven form changes impacting Cal Atlas integration. • IPO Manager observed in stand up meetings that the planned functional stories increased to 583 from 500 for the end of the previous reporting period, a 16% increase in count for the August reporting period. • IPO Manager observed that project sprint retrospective was scheduled and rescheduled multiple times during the August reporting period. These reviews are vital for early risk detection and feedback during development.

The Resource Management focus area rating remained in satisfactory status because: • IPO Manager observed the project report 83% of vacancies filled. • The IPO Manager confirmed that 83% of project‑related vacancies have been filled. IT staffing currently shows 18 positions filled out of 22 authorized, leaving 4 vacancies. Focused recruitment efforts for both DOSH and IT positions will continue into FY25‑26. • Filling the majority of vacancies strengthens project stability, ensures that critical workstreams are staffed, and reduces delays caused by resource shortages.

The Quality Management focus area rating continues to remain in escalated status because: • High volume of defects continues, including categorization gaps where bugs are labeled as 'None'. IPO Manager recommendation is to reclassify categories to help define areas that need focus to help reduce future defects. • SI defects reported as 256 and DIR defects reported as 319 during the August reporting period. • Lessons Learned items need to be tracked or stored in a shared database for future review.
Risk And Issues

The Risks and Issue Management area rating changed to cautionary status because: • Continued mismatch between issues vs. risks; many issues still tracked incorrectly as risks. • JIRA risk register lacks trigger and trigger date fields; no mechanism to detect risk activation timeline. • IPO Manager observed in daily project meetings that Looker Reports & Dashboards Dependent on GCP Batch Ingestion (CDP‑3511) a risk to the platform not being ready by September 15th will impact the starting of 157 Enforcement reports further compressing timelines and creating a single point of failure on reporting delivery.
