| Project Overall Health | Comments |
|---|---|
| • Overall project health is Yellow because the project schedule remains unapproved and Milestone 1 foundational planning deliverables remain overdue. • No approved scope change or confirmed impact to the August 31, 2028, completion date was identified. • Financial performance cannot yet be fully assessed because available actuals extend only through July and exclude material vendor and IT-tool costs. |
| Focus Area/Rating | Comments |
|---|---|
| Governance |
• Governance remains Green because oversight and decision-making forums remained active, and EDD approved a recovery sequence for delayed deliverables. • Project leadership continued coordinating decisions, resolving comments, and escalating delayed foundational plans. • The final decision on the Online Project Communication (OPC) tool and the associated responsibilities will be documented following GSI’s delivery of tool training to EDD. |
| Time Management |
• Time Management remains Yellow because the project schedule is unapproved, Milestone 1 deliverables remain overdue, and the December 3 and December 11 recovery dates have not been reconciled. • EDD approved a recovery sequence prioritizing plans needed for requirements activities. • No impact to the August 31, 2028, completion date has been confirmed; critical-path effects remain to be validated. |
| Cost & Contract Management |
• The IPO Manager reconciled the approved $53,887,116 million total budget to the final Financial Analysis Worksheet; no approved cost change was identified. • One-time actuals through July were $4.171 million, or 12.4 percent of the approved one-time budget. This is a burn-down measure, not a forecast. • The decision not to proceed with the UX/CX procurement generated project savings; the amount and treatment remain to be formally documented. |
| Scope Management |
• The Scope Management Plan remained under review, so Scope Management is Blue. |
| Resources |
• Resources remains Green because no State staffing shortages or planned State resource changes were identified. • State resources continued tracking against EDD's internal project schedule. |
| Quality |
• Quality remains Yellow because recurring formatting, numbering, content-consistency, and comment-resolution defects continue to cause rework and repeated reviews. • Two plans were approved after the initial submissions were returned for revision, but consistent acceptance has not yet been demonstrated across the remaining plans. |
| Risk And Issues |
• Risk and issue management remains Green because records were reviewed and updated during the period, and one issue was closed after its response actions were completed. • Closure documentation should continue to distinguish resolved issues from residual follow-up activities. |
