During the reporting period of May 2025, the CalVet Electronic Health Record (CEHR) project status reset to GREEN as the project team started to operate under the new baseline established through SPR #3 approved on 15 May 2025. •All project management areas are now reset to Green. •The project team is diligently working with the solution providers to plan for the new deliverables developed in SPR #3. •The CDT Oversight noted that the project team is making good progress in adjusting the Project Management Plans to align with new Governance Plan which is ready for final approval by the CalVet management. |

With SPR #3 now approved, this focus area of CEHR project is now reset to Green as the project timeline is extended by 2 years in the SPR #3 and the planning work for new deliverables is initiated. •The project team and Netsmart are diligently working on immediate deliverables before the implementation of CEHR restarts in October 2025 at Chula Vista Veteran Home. •The Certification of Delivery Date reset in SPR #3 to October 2026, 2 years later than that in SPR #2. •The project team anticipated some schedule adjustments due to delay in Budget letter which was expected in April 2025. |
Cost & Contract Management |
Following the recent approval of SPR #3, the status of this focus area is reset to Green as the project cost is adjusted in SPR #3. •The new total project cost approved in SPR #3 is $39.07 million, an increase of $9.6 million over $29.5 million approved in SPR #2. •Primary Vendor Contract increased by $5.18 million due to additional time, adjustment in M&O, and partial Handover. •IV&V Contract increased by $325k due to additional time added to the project. |
Scope Management |
The status of scope management area is reset to Green as the project team continues to address open Change Requests (CR) and revises Change Management plan for efficiency. •The new CR are on hold until the outstanding project issues are resolved. •The CDT Oversight concurs that the proposed Change Management plan can increase the efficiency and effectiveness of CR process. |

The status of this focus area is reset to Green as the CalVet management addresses the resource issues and enhances executive presence by adding a Co-Executive Sponsor role. •CalVet management is diligently working to fill in the vacant executive positions. •Hiring for other project positions is also work in progress. •The CDT management continues to recommend filling in the vacant positions to avoid potential delays. |

The status of this focus area has been reset to Green as the project team continues to address the remaining open issues raised by the Veterans’ Homes. •Out of the 27 system issues tracked from June 2024 meeting, 24 issues have been resolved with work in progress to resolve 3 issues. •2 contract related issues are being addressed thru project management plans •The CDT oversight management is satisfied with the progress of closing the outstanding issues and would like to see similar focus on addressing customers’ concern in the future. |
Risk And Issues |
This focus area status is reset to GREEN as the project team continues to review all the risks and issues and is in the process of revising the Risk and Issues management plan •The Risks and Issues meetings are on hold until the Governance Structure and Risks and Issues Management plans are finalized. •The project team is revising the Risk and Issues management plan to increase the efficiency and effectiveness of the Risk and Issues management process. •The CDT oversight management is monitoring the progress of the Risks and Issues management plan to ensure it mitigates the risks it is trying to address. |
