Project Overall Health Comments
Green
• The CalJOBS Modernization Project remains within approved scope, schedule, and budget tolerances, with no confirmed impact to the overall project baseline as of August 31, 2026. • The SI Vendor missed planned submission dates for Milestone 1 and Milestone 2 deliverables, including project plans and required status reports. • Current delays are not on the critical path, but the outstanding Requirements Management Plan and other project plans could affect requirements-validation activities and the overall schedule if the lost time cannot be absorbed.
Focus Area/Rating Comments
Governance

Green
• CalJOBS maintained daily oversight and regular coordination with the SI Vendor and project leadership throughout August. • Governance activities included weekly and biweekly status reporting, project touchpoints, deliverable walkthroughs, and formal review of SI Vendor submissions. • The deliverable tracker was maintained in SharePoint to monitor submissions, review comments, and revised delivery dates.
Time Management

Yellow
• IPO Manager observed that delays in completing the project schedule and supporting project plans, particularly the Requirements Management Plan, create a risk that JAR and JAD sessions may either be delayed or begin without an approved planning and requirements-management framework. • Proceeding without approved plans could affect session readiness, requirements traceability, decision documentation, deliverable quality, and the overall schedule.
Cost & Contract Management

Green
• IPO Manager observed that the July and August implementation costs were not yet available in FI$Cal (Financial Information System for California); therefore, the project burn rate could not be validated during the reporting period. August PSR states that the project is within budget and it is used as the reporting basis as FI$Cal reconciliation remains pending. • Late project plans, status reports, and onboarding documentation continue to present contract-compliance concerns and should be tracked against contractual due dates, acceptance criteria, and available remedies.
Scope Management

Green
• The project remains within the approved scope, with no scope variance reported during August. • No change requests, unplanned work, or removal of planned deliverables or milestones were reported. • The project continues to be assessed as on track to meet its approved business objectives.
Resources

Green
• The IPO Manager has observed that limited SI Vendor resources assigned to project-plan development contributed to delays in completing the Milestone 1 deliverables. • All SI Vendor key-staff onboarding documentation had been submitted by month-end and required background checks were in progress.
Quality

Yellow
• IPO Manager observed that deliverable quality remains an open concern because submitted project plans lacked sufficient detail and did not fully address the Deliverable Expectation Documents. • Deliverable quality should remain an open risk until the remaining project plans demonstrate sustained improvement and receive approval.
Risk And Issues

Green
• IPO Manager observed that five project risks were being tracked during August: three remained open, while two were escalated to issues. • The risk and issue management process is being managed by the project team consistently. • IPO recommends continued monitoring of aging, ownership, mitigation actions, and target resolution dates, with emphasis on potential impacts to JAR and JAD readiness and the overall project schedule.
