The Housing and Community Development (HCD) Department proposes the procurement and implementation of an enterprise loan and grant management system. The Department oversees more than 80 programs that award loans and grants for construction, acquisition, rehabilitation and preservation of affordable rental and ownership housing, homeless shelters and transitional housing, public facilities, and infrastructure. New funding programs have increased dramatically over the last few years with more new funding programs to be released for years to come in support of California residents. HCD’s current technology systems are outdated and inefficient and unable to support the ever-expanding housing initiatives, State and Federal mandates, meet reporting requirements and sustain HCD’s operational needs.

Project Overall Health	Comments
Green	The Project Overall Health is Green for this reporting period. In July approved Special Project Report #1 (SPR#1) took effect. The contract amendment was executed on June 30, 2025.

Focus Area/Rating	Comments
Governance Green	Project leadership continues to be actively involved in the project, with active visible sponsorship. The project team provides Project Sponsor updates through published weekly status reports.
Time Management Green	The Time Management Focus Area has reverted to green for this reporting period. The SPR #1 and contract amendment were approved and executed. The timeline was re-based. The project schedule for Release 2 is planned for January 31, 2026.
Cost & Contract Management Green	The project tracks costs monthly, and the expenses are currently within the planned budget amount. However, with the delay in schedule, this focus area may be impacted. IPO will continue to monitor.
Scope Management Green	The project scope has been revised as per the guidance provided by the CDT Leadership to help achieve project objectives. An SPR and contract amendment to reflect these changes has been approved.
Resources Green	The vendor continues to make staffing changes. The IPO is observing better staffing management and contractor management practices being implemented in accordance with the documented approach.
Quality Green	The project has clearly defined metrics; however, the deliverable review and approval cycle has been abbreviated and approved by HCD. IPO will continue to monitor approval of project deliverables.
Risk And Issues Green	The project has created detailed Risk/Issue Management Plans, Risk Registers, and Issue Logs.
Transition Readiness Green	The Training Schedule and Curriculum were updated to align to the new project delivery approach and timeline.
Conditions For Approval Green	HCD will execute a contract for Independent Assessment of the program standardization analysis to determine fitness to move forward, with a projected execution date of November 14, 2025.
Corrective Action Green	No corrective action plans are in place currently.
