Pursuant to Assembly Bill (AB) 796 (Berman, Chapter 314, Statutes of 2021), the Department will implement changes to the California New Motor Voter program including, but not limited to, modifying voter registration application acceptance dates, and requiring the Department to establish a National Voter Registration Act Coordinator. The Department will need to reengineer its driver license and identification card workflows for multiple service channels (online, field office, kiosk, by mail) to allow for the transmission of the completed voter registration application irrespective of whether the driver license or identification card transaction is completed. The IT modifications will be in operation by the completion of the Digital eXperience Platform (DXP) project, or on July 1, 2025, whichever is earlier.

Focus Area/Rating | Comments |
---|---|
Governance |
During the September 2024 reporting period, the Governance focus area retained its Green rating. The project maintained its established cadence for daily standup meetings, risk and issues assessment and monitoring, and briefings for the Sponsors and the Executive Steering Committee (ESC). • Since CDT's July recommendation, the project has incorporated look-ahead schedule reviews and status discussions into standup meetings. However, an action item tracking registry and formal discussion platform have not yet been established. |
Time Management |
During the September 2024 reporting period, the Time Management (Schedule) focus area retained its Yellow rating due to the lack of a baselined Integrated Master Project Schedule (IMS). The draft IMS was submitted to CDT, and feedback was provided. The project is currently revising the IMS. |
Cost & Contract Management |
During the September 2024 reporting period, the Cost and Contract Management focus area remained Green. The project has expended $3,310,772 as of August 31, 2024, and remains within the planned budget. Contract management is in good standing, with the project adhering to contract requirements and processes to support delivery of project objectives. |
Scope Management |
The Scope Management focus area remained Green during the September 2024 reporting period. • The DMV leadership decided not to reintroduce the Kiosk workstream, which was de-scoped during the Project Approval Lifecycle Stage 4 in March 2024. • The project completed the analysis of business, system, and technical requirements for the IDM workstream, with internal approval targeted for October 2024. • Development activities progressed for the EASE, Web Applications, and Motor Voter Backend workstreams. |
Resources |
The Resources focus area remained Green during the September 2024 reporting period. All positions within the state and system integrator (SI) project teams are fully staffed. |
Quality |
During the September 2024 reporting period, the Quality focus area rating shifted from Blue to Green. The CDT observed that developers are conducting peer code reviews to ensure code quality, adherence to standards, and early issue detection, while also fostering knowledge sharing. Additionally, testers are actively defining and developing scripts for integration testing (IT), system testing (ST), and user acceptance testing (UAT). |
Risk And Issues |
During the September 2024 reporting period, the Risks and Issues focus area retained its Green rating. The project continued its bi-weekly meetings with CDT, IV&V, the SI, and other project stakeholders, adhering to the defined processes outlined in the approved Risk and Issues Management Plan. • Competing priorities among DMV technical resources are causing delays in development activities. While these delays have not yet impacted the project due to early starts, they pose a potential risk to the overall schedule. The CDT recommends analyzing resource workloads and developing mitigation plans. The project Sponsors should communicate the project's priority to functional managers to prevent resource diversion. • New Risks Opened – 0 • Total Open Risks – 1 • Total Open Issues – 1 |
Transition Readiness |
During the September 2024 reporting period, the Transition Readiness focus area remained Green as transition activities are planned to begin in June 2025. |
Conditions For Approval |
During the September 2024 reporting period, the Conditions for Approval focus area rating improved from Yellow to Green. • The project submitted the Integrated Master Schedule (IMS) to CDT (approval condition #1). The CDT reviewed and provided feedback, and the team is revising the IMS. • The project also submitted the Test Plan to CDT (approval condition #2) which is currently under review. |
