Project Overall Health Comments

During the reporting period of October 2024, the CalVet Electronic Health Record (CEHR) project status remains Red as the project team continues to address the outstanding issues being tracked and develops the Special Project Report (SPR) #3. At this time, the project is not meeting its high-level milestones per the last approved project document- Special Project Report (SPR #2) as project health concerns are amplified due to the project’s governance, time management, cost management, scope management, resource management, quality management, and risk and issues management areas. The project team continues to work on SPR #3 to address issues in the areas in red status and those in yellow trending red, which SPR will result in new project baselines. The project team is now preparing to submit a BCP for the one-time augmentation of General Fund in the Spring BCP cycle as the team was not able to provide required cost estimates for Fall BCP Cycle. The CDT Oversight management continues to report the overall health of the project as Red due to status of various project management areas remains Yellow, Red, or are trending to Red. Governance, Scope and Resource management status areas remained Yellow; Time and Quality management areas remained Red; and Cost management status is trending to Red.

This area remains Yellow as project leadership continues to work on revising the governance structure and the vacant positions of key roles.
Time Management

This focus area of the CEHR project remains Red as the revised schedule for go-lives at the remaining Homes is still under development for SPR #3. - All the go-lives are put on hold until the resolution of all critical outstanding issues is accomplished. The revised forecasted completion date was January 2025 which is not likely to be met now. - The CEHR team is working on resolving the outstanding issues before it can complete the revised schedule. - CEHR project team continues to work on SPR #3 as the continuing delay has impacted the baseline schedule in the latest SPR #2.

This focus area’s status remains Red as the concerns raised by Physicians Task Force in their letter to the CalVet Homes Division Leadership and reservations expressed by the Chula Vista Home which were validated at the Chula Vista meeting on June 4-5 have not been completely resolved.

This focus area remains in Green status as the project team continues to conduct necessary preparation activities for upcoming Go-Lives, including Go-No/Go decision meetings being conducted as planned. - CDT oversight management noted that some of the financial functional area to-be business process models such as the Unreimbursed Cost of Care (URCC) process within the project scope have become outdated or are no longer aligned with the evolving business needs following the implementation of CEHR solution. - The CDT Oversight recommends review of financial business processes to ensure alignment with implemented CEHR solution as the outdated business process models pose a risk to Organizational Change Management activities and overall project success
