2100-013 Business Modernization and Responsible Beverage Service (BizMod/RBS)

The Department of Alcoholic Beverage Control (ABC) proposes to modernize its external services to better serve its stakeholders and to fulfill its public safety mission. Services consisting of electronic payment, electronic notifications, license renewal and online application origination will provide licensees a more efficient way of interacting with ABC. An online Responsible Beverage Service examination service will allow for independent verification of learning and allows ABC to monitor the quality of training providers. Also, ABC proposes to create a portal for a certificate database where servers, licensees, and law enforcement can lookup certificates.

Project activities are in alignment with the approved project scope.

• The project’s governance practices align with the current approved Governance Plan. • The program/business representatives are actively engaged and empowered to ensure that the project brings value to the program/business. • The Executive Steering Committee (ESC) meeting was held at the end of April and again at the beginning of June. The ESC did not meet, nor were any escalations required in May.

The percent-complete appears high for this point in the project in consideration of work completed, however this may be explained by the schedule being more detailed in its planning and time-boxed for the execution of its sprints. A roadmap has been developed to address this lack of detail. • The project’s first release (Release 1) was planned for release in Mid-June 2020, however impediments and unexpected complexity have made reaching that milestone on-schedule unlikely. • Legislation is underway to extend RBS mandates by 12-months. ABC will reevaluate approach and report strategy in June. • The project has a schedule that includes the start and end points of each sprint and the identified resources for each sprint.
