The goal of the Transportation Carrier Application and Equipment e-Filing Portal (TCP) project is to provide transportation clients an automated method of submitting licensing applications, documents and electronic payments to the California Public Utilities Commission (CPUC) through a single platform for a variety of business solutions. The CDT approved the SPR 2, V2 on October 25, 2019 and this allowed the project to establish new baselines for the scope, schedule and cost. The new approved scope includes acquisition of Salesforce as a cloud platform on which the TCP solution will be developed and added functionality from four legacy systems will be integrated. The four legacy systems are the e-Filing Administrative SupporT (eFAST), Transportation Management Information System (TMIS) , Transportation Informal Complaint System (TICS) and the Case Tracker and core requirements of the eFAST platform. The overall project health has changed from “Red” to “Yellow” due to the CPUC addressing some issues and re-baselining of scope, schedule and cost through the California Department of Technology (CDT) approval of the TCP Special Project Report (SPR) 2. Some issues remain. • Although progress is being made overall, this focus area will remain “Yellow” because IT resource constraints continue to impact the project. Project accomplishments during this reporting period include: • The project team continues to make good progress on developing the Request for Proposal (RFP) for the procurement of Salesforce and system integration services • Progress continues on data cleansing activities.

This focus area changed from “Red” to “Green” due to positive observations of IT management following the project’s Governance Plan in this reporting period. • It is essential that IT management and the team continue discussing critical decisions and weighing risks with the project sponsor, project director and project leadership. This reinforces the authority of project leadership to support project objectives.
Time Management

This focus area changed from “Red” to “Green” due to project re-planning as documented in the Special Project Report (SPR) 2 which re-baselined the project schedule. The SPR was approved this reporting period by the California Department of Technology (CDT). • The new approved schedule expanded the project end date to April 22, 2021 to accomplish the increase in scope. (See details in the Scope section). The proposed schedule estimates a release of the RFP solicitation in November 2019.
Cost Management

This focus area changed from “Red” to “Green” due to project re-planning as documented in the Special Project Report (SPR) 2 which re-baselined the project cost. • The new approved one-time budget is estimated at $6,122,726 due to the scope increase that includes acquisition of Salesforce as the cloud-based platform and incorporates functionality from four legacy systems to the original TCP scope. • The Cost Management Plan will be reviewed by the IPO Manager. • The updated Contract Management Plan was estimated to be developed by October 8, 2019 and will be reviewed by the IPO Manager

The focus area changed from “Red” to “Yellow” due to observations of some corrective actions to resolve IT resource constraints. • IT resource constraints continue to impact the TCP project and appear to be the result of an ineffective Enterprise IT Governance process and ineffective analysis of resource needs and resource commitments. • The CPUC Project Manager and the vendor Project Manager are working reduced hours which is insufficient time to adequately manage the project and complete the planned project deliverables. • Reduction in hours for the project managers has caused slow progress in developing essential project management processes and plans.
